Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

The purpose of this bill is to add the abortion pill reversal as covered expense. There is no fiscal impact on the Department as the Mothers and Babies Program already has the authority and an established mechanism to cover the abortion pill reversal through the existing West Virginia Code §16-66-3, "The management agency shall be tasked with the following (3) establishing invoicing and reimbursement for pregnancy help organizations receiving funding under the program, including a fee or service schedule whereby costs for each service are set forth..." This code allows for the management agency to set the fee and service schedule which could include the abortion pill reversal as an additional service. The Pregnancy Help Centers (entities functioning as management agency) have a dedicated line item in the budget, therefore no additional funds are needed to support this change. The bill adds an allowable service, however, Pregnancy Help Centers already have the authority to add services at their discretion per §16-66-3.
