Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The West Virginia Division of Personnel (DOP) serves as the central Human Resources Division for the State of West Virginia. Prior to the creation of the Department of Transportation merit-based system in 2020, the Department of Transportation compensated the Division of Personnel under the budget line "Personnel Fees". It is the agency’s understanding that the DOP currently charges a fixed rate of $16.67 per Full Time Equivalent (FTE) each month. Currently, DOT has 5,697 employees. Based on current FTE’s, DOT estimates an associated cost of $1,139,627 for FY27, however, the number of FTEs may fluctuate from month to month. This bill will be revenue neutral for DOT as the agency anticipates certain budgeted expenses will be performed by DOP.

Explanation of above estimates (including long-range effect):
