The proposed bill requires the Commission to evaluate each PJM capacity auction and
ensure West Virginia generating units participate to maximize ratepayer benefit and
limit exposure to market volatility. The Commission would need to hire one utilities
analyst for this work. The cost would be approximately $100,000 to cover salary,
benefits and travel. The cost would increase over time due to inflation and raises
approved by the Governor and/or Legislature.
