Memorandum
House Bill 4869, if enacted, would provide clearly bounded guaranteed-issue rights for Medicare Supplement (Medigap) policies, and create access to Medigap regardless of health.
HB4869 could have some impact on insurance premium rates in the private market. The WV Offices of the Insurance Commissioner does not have the data to calculate the extent of the increase.
There would be minimal fiscal impact on the WV Offices of the Insurance Commissioner (OIC).
