The WDA would have to create a new fund for the $20 million and there will have to be staff devoted to the process causing an increase in expenses. The WDA would need an appropriation of the funds as there are not funds available currently.

Explanation of above estimates (including long-range effect):
If $20 million was committed to this project, there would have to be a staff person dedicated to the project. The WDA would try to use current staffing to service this particular project but would need to fund that position.
