Effect this measure will have on costs and revenues of state government.
This bill amends West Virginia's public charter school law to authorize institutions of higher education to apply to establish virtual or on-campus public charter microschools that meet microschool requirements under state law. Institutions of higher education can voluntarily choose whether to operate charter microschools and to partner with learning pods and microschools to provide instruction if deemed favorable or needed. Schools that choose to participate would be subject to charter school requirements.

The bill creates authority and opportunity but does not require participation. The State should not incur any direct costs and institutions only incur costs and revenue through voluntary business decisions to enter the charter school market.
