Explanation of above estimates (including long-range effect):


SB1038 mandates a 15% salary increase for all Administrative Law Judges (ALJ) 1 and 2, this would increase personal services $35,362.49 and fringe benefits $8,957.32 beginning in FY2027. All administrative expenses, including salaries, for the Board of Review, the ALJs, and the Unemployment Insurance (UI) Division are covered by the UI grant received by WorkForce WV. The UI grant is federal grant from the U.S. Department of Labor, the award amount has been cut 25% since FY2020, which includes an 8% cut in funding for the most current award year.
