Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Based on its current understanding of this bill, the Public Service Commission would
need to hire an additional electrical engineer and a utility analyst to complete the
necessary analyses required at a cost of approximately $200,000 for salaries, benefits
and travel expenses.

The Commission contends that the bill is vague in that the Commission is to ensure that
electric generators comply with "True Cost Economic Load Dispatch" but the bill fails
to define this term.
The bill refers to W.Va. Code 22-2-1, et seq., which is the Abandoned Mine Lands and
Reclamation Act. The proposed bill has nothing to do with Abandoned Mine Lands... This
citing error should be corrected prior to the bill becoming law.
