Memorandum

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The Commission contends that the bill is vague in that the Commission is to ensure that electric generators comply with "True Cost Economic Load Dispatch" but the bill fails to define this term. The bill refers to W.Va. Code 22-2-1, et seq., which is the Abandoned Mine Lands and Reclamation Act. The proposed bill has nothing to do with Abandoned Mine Lands... This citing error should be corrected prior to the bill becoming law.
