Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to give each county commission authority to submit road and bridge construction projects to the Commissioner of Highways. It authorizes counties to impose a tax which would be collected by the State Tax Commissioner. All funds received would be deposited in a new County Road Improvement Account that would be created as a subaccount in the State Road Fund for road and bridge construction projects. The Department of Administration is unable to determine the fiscal impact of this proposed legislation. I recommend that a fiscal note request be sent to the Department of Transportation, Department of Highways Division, and to the Department of Revenue, State Tax Division.
