Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The WV Division of Corrections had no way to predict how many additional offenders would be sentenced to our custody as a result of this legislation. However, for each offender sentenced the State of West Virginia could expect costs of $28,195 per inmate per year (average annual cost per inmate in FY 2014). In this case, the bill calls for a minimum time until parole eligibility of 5 years, therefore each offender would have at least an $140,975 impact.
