Explanation of above estimates (including long-range effect):
Because the nature of the bill has changed since introduction (see Memorandum explanation below), this draft bill will have no impact on the costs and revenues of the Public Service Commission.
Memorandum
The introduced version of this bill would have required the Public Service Commission to perform various evaluations and studies of new infrastructure added by water and sewer utilities, and depending on the results, potentially to separate cost of service and rate design between customers served by new facilities and pre-existing customers. Although it is not possible to determine the number of proceedings that would be affected, preliminary estimates indicated additional costs of up to $1,500 per case associated with the further evaluations and studies that would be required, including engineering and financial analyses. Political subdivisions also likely would have incurred additional costs to properly evaluate separate cost of service justification and quantification.
The Committee Substitute for this bill no longer includes the provision that would have triggered those costs. Accordingly, the Public Service Commission anticipates no impact on its costs and revenues.
