Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Passage of SB554 would cause the DEP to assume the rights and responsibilities of the Solid Waste Management Board (SWMB). Currently, the SWMB receives a portion of the Solid Waste Assessment Fee for administration and grants averaging approximately $1.3M per year. The DEP believes this will be sufficient to cover the administrative requirements associated with this bill.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The DEP believes we can incorporate many of the responsibilities specific with this bill with current staff. However, we expect we will need to add five additional employees. These would be as follows: 2 Environmental Resources Specialists ($55,000*2=$110,000), an Accountant ($50,000), an Administrative Services Assistant ($40,000), and an Environmental Resources Program Manager ($65,000), all totaling $265,000. Fringe benefits are expected to be $95,400, which is estimated at 36% of total salaries ($265,000*.36=$95,400). The SWMB's portion of the Solid Waste Assessment Fee would provide the revenue for the DEP's administration of the program.
