Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to permit the commissioner of Motor Vehicles to design a license plate and a driver’s license with a specific medical condition designation to notify law enforcement the operator has a medical condition affecting speech, mobility, or other motor functions.
The Division estimates that programming costs to implement this bill will total $41,390. This consists of mainframe programming for the cash register of $2,990 (26 hrs. X 115/hr.), mainframe programming for the Drivers’ License of $14,400 (160 hrs. x $90/hr.), and programming for the vendor supplied Drivers’ License system of $24,000 (160 hrs. x $150/hr.).
In West Virginia approximately 12% of the population has diabetes. Applying this percentage to the number of ‘class A’ plates (1,340,000) will give an estimate of 160,800 (1,40,000 x 12%) which would be eligible to use the ‘medical conditions’ registration plate. The Division estimates 2% (or 3,216 (160,800 x 2%)) will adopt the ‘medical conditions’ registration plate.
Similar registration plates cost the Division $7.25 per plate. This is an increase of $4.30 ($7.25 - $2.95) over the Class A plate cost of $2.95. The total first year plate cost would be $13,829 ($4.30 X 3,216).
The Division estimates that the total number of medical condition plates will remain consistent in future years with about 5%, or 161 plates, (3,216 plates X 5%) of the plates not renewing and the same number of new purchases. The future expense is expected to be $344 ($4.30 X 80) per year.
