Effect this measure will have on costs and revenues of state government.
This bill would allow the DEP to create a Design-Build Program to expedite infrastructure projects using federal funds by combining the design and construction elements of a proposed project into a single contract. The federal government has disbursed hundreds of millions of dollars to the states, including West Virginia, for infrastructure projects. The money, however, has strict timelines for use. This bill would allow the DEP to complete more projects much faster than currently possible. It would help ensure that West Virginia did not " leave any money on the table" to be unobligated and returned to the federal agencies.

This bill has no effect on revenue and expenditures, however it does provide a more streamlined process to ensure federal funding for infrastructure projects are awarded and completed more efficiently and in a timely manner.
