Explanation of above estimates (including long-range effect):
The Department of Administration and the Purchasing Division do not have access to a repository of information that includes a date when a company began operations.
Memorandum
Since the necessary data doesn't currently exist, it would need to be collected to fulfill the requirements of the bill. Moving forward, the data could be collected at the time of the bid with minimal cost to the Purchasing Division. However, retention of the data would likely require establishing a new field in wvOASIS (based on a previous request, the estimate is more than $25K) or purchasing a software product.
Additionally, more than 50 agencies have full or partial exemptions from the Purchasing Division. The Department of Administration nor the Purchasing Division have access to information regarding the vendors contracting with exempted agencies. If Administration is charged with collecting information from exempted agencies it would require the addition of one full-time employee to retrieve information from the agencies, manage databases, individually ascertain (by contacting each vendor), and compile the data.
The Secretary of State may have better access to the information.
