Explanation of above estimates (including long-range effect):
The estimated total cost is $4,495,600 annually for hiring experts to teach required community education programs in 55 counties. A breakdown is below: - 8 experts per county at $30 per hour = $960 per county to offer 8 classes once a week - Annual cost per county for instructor = $49,920 - Annual cost for 55 county coordinators (@ $30,000 per county) = $1,650,000 - Annual cost for statewide/local marketing = $100,000
Memorandum
High School Equivalency receives funding to provide free testing in the state and Adult Education receives funds to provide test preparation as well as other services for free. Additionally, several technical centers already offer some of the services. WVDE's estimated cost is based on providing community education classes for the eight areas outlined in ยง18-2D-2. Therefore, if additional areas/classes are offered (per line 4, "including but not limited to,") the fiscal impact would be greater. Additionally, the bill does not include any language on how to handle situations where county boards are unsuccessful in employing an expert to teach one of the required courses; therefore, the Legislature may want to consider providing guidance on that issue if this bill progresses.
