This proposed legislation, in its current form, does not have any fiscal impact on the West Virginia Department of Education (WVDE) because it does not increase the allowances under the Public School Support Plan; however, there would be an estimated increase of cost to the various county boards of education in the amount of $6,472,744.

Explanation of above estimates (including long-range effect):
This proposed legislation, in its current form, does not have any fiscal impact on the WVDE because it does not increase the allowances under the Public School Support Plan; however, there would be an estimated cost increase to the various county boards of education in the amount of $6,472,744. Please note, this estimate assumes a full-time trainer would be necessary at a total of 114 public high schools statewide. There are currently nine FTE athletic trainers employed by the county boards of education. The WVDE surveyed the county boards of education and determined that 24 athletic trainers are contracted through a healthcare facility or university in lieu of employing an athletic trainer full-time – a practice that is still permissible in this proposed legislation. Additionally, there is total number of 33 athletic trainers employed full-time by county boards of education or contracted from a healthcare facility or university, leaving an estimated 81 public high schools in need of an athletic trainer. The state average contracted salary for athletic trainers is $60,360.92, which is the salary used to calculate the estimated cost of this proposed legislation.
Memorandum
County boards of education reported having 76 supplemental contracts for athletic trainers statewide. Please note, supplemental contracts are executed for part-time athletic trainers who may be employed full-time in another capacity by the county board or are not a regular full-time employee of the board. This situation would be like that of a coaching contract. This proposed legislation applies to full-time athletic trainers; therefore, the 76 supplemental contracts were excluded from the cost estimate. If the intent of the legislation is for these types of contracts to also be an acceptable means to meet the requirements proposed in this legislation, then lawmakers may want to consider amending this legislation to reflect such.
Please note that ESSSER funds must be obligated by September 30, 2024, so the WVDE would recommend eliminating the portion of the proposed legislation that states athletic trainers can be paid from these funds.
