Effect this measure will have on costs and revenues of state government.
The provisions of House Bill 4184 are already in, and duplicative of, existing state code sections regarding mental health parity that were previously passed by the West Virginia Legislature in Senate Bill 291 (2020), and signed into law by the Governor on March 25, 2020. As such, the OIC does not estimate any additional fiscal impact from HB4184, since those proposed provisions are already in state code and the OIC is already preparing the annual report for the Joint Committee on Government and Finance required by HB4184.

Memorandum
