We anticipate this legislation will have a significant negative impact on the federal funds that we receive from the Department of Defense for the West Virginia National Guard. It is estimated that the impact to personnel and funding for the West Virginia National Guard would be an approximate loss of $370 million in federal dollars and nearly 1,500 jobs. Our agency would either need to request additional State General Revenue funds to cover these losses or it would result in a cutting personnel and other expenses of the National Guard. This would also result in a negative impact on the number of Army and Air National Guard units authorized for the State of West Virginia and the loss of funding to support the Army and Air facilities throughout the State. Additionally, aircraft, vehicles and other military equipment would likely be re-aligned to other states.

It is estimated that the impact to personnel and funding for the West Virginia National Guard would be an approximate loss of $370 million in federal dollars and nearly 1,500 jobs. Our agency would either need to request additional State General Revenue funds to cover these losses or it would result in a cutting personnel and other expenses of the National Guard. Essentially, the federal government would move force structure and federal equipment to States.
