Effect this measure will have on costs and revenues of state government.
Migrating from electronic ballot marking devices to all paper without machine assisted marking or tabulation will increase county (not state) costs substantially for payroll and temps working over for canvass and certification, as traditional hand-count tallying takes exponentially longer than machine assisted. There may be additional expenses for materials costs, as well as secure recycling or disposal of the existing machines that cost the state upwards of $15 million over the last 6 years.
Strong likelihood of litigation for violating federal requirements to have accessible voting equipment in every polling place during a federal election, low likelihood of successful state defense/high likelihood state will be responsible for attorneys fees, costs, and any punishment.

Memorandum
A full repeal of Article 4A, Chapter 3 would render the State in violation of several federal laws including the Americans with Disabilities Act, Help America Vote Act, Military and Overseas Voter Empowerment Act, and likely the Voting Rights Act.
