This legislation, as introduced, will not have any fiscal impact for the State.
Memorandum
Upon review, this bill is flawed because it eliminates a significant section requiring annual assessments of homeschooled students but maintains contradictory provisions of current law. Specifically, page 4, lines 75 – 83 ensuring homeschool parents are still assessing and reporting at the required grade levels (page 4, lines 84 – 86), rewriting page 3, lines 52 and 53 of the bill and maintaining lines 54 -74 would achieve the same result without contradiction. (Example: For home instructed students completing grades three, five, eight and eleven, the person or persons providing home instruction shall obtain an academic assessment of the child at the completion of the school year in one of the following ways.)
