Currently, there are a total of 680 public school buildings in West Virginia. If we assume that one armed veteran will be employed per school, WVDE estimates, based on an average contracted professional salary and associated costs, including, but not limited to, required training for each armed veteran will be as follows: Estimated Salary Costs - $38,034,216 Estimated Fixed Charges - $3,141,626 Estimated Retirement Benefits - $2,974,276 Estimated PEIA Premiums - $4,909,693. Training (West Virginia State Police Academy) - $1,360,000; Equipment (Firearms, Ammunition, Body Armor, Accessories) - $816,000 Total Cost: $51,235, 811

The courses only provide participants with knowledge and skills in firearms, de-escalation techniques, and less than lethal weapons & tactics.

Please note, the specific training courses provided by the West Virginia State Police do not certify participants as a police officer in the State of West Virginia. The courses only provide participants with knowledge and skills in firearms, de-escalation techniques, and less than lethal weapons & tactics. Additionally, the likelihood of an increase in Board of Risk Insurance Management (BRIM) premiums for county boards of education is very high should they choose to employ armed veterans for school protection services.
