Explanation of above estimates (including long-range effect):
As originally written the bill would have a negative impact due to the mandated reduction in electronic transaction fees. Since introduction, the bill has been amended to allow discounts established by the Director in rule. As these discounts have yet to be determined, no fiscal impact can be forecast at this time.
