Effect this measure will have on costs and revenues of state government.
This measure will result in additional mapping and site selection efforts not presently performed by the West Virginia Economic Development Authority (the "WVEDA). It may also result in additional Information Technology expenses for hardware and software not presently utilized by the WVEDA, training expenses to utilize that software and hardware, and possibly the addition of one staff member.

Explanation of above estimates (including long-range effect):
As this type of work is not presently performed by the WVEDA it will take some time to determine the potential costs and time requirements to meet this measure.
Memorandum
It would appear that this measure would be better performed by the West Virginia Department of Economic Development (the "WVDED"), which already has mapping hardware and software as well as staff focused on mapping efforts throughout the state. Also, the WVDED has staff focused on research which would support this measure without requiring additional expense and additional personnel.
