Explanation of above estimates (including long-range effect):
Simply,adding 24,000 annual increase in salary of SOS to existing budget for staff salaries. No further future increases expected as proposal is static increase.
Memorandum
Unclear whether in the event the cost of a residence under this section is less than the monthly allowance the constitutuonal officer must return the excess salary. Also, if a residence is purchased, after the officer's term expires, bill should clarify that the state does not own the residence and the ethics act does not prohibit the officer from keeping the residence--perhaps the salary increase for housing should be uniform for all const. officers regardless of need.
