Memorandum
The requirement for signatures to be submitted lacks any role or duty of county clerks to review and confirm the signatures using the statewide voter registration system. If the intent is for the signatures to be verified prior to taking action, it is recommended that the bill provide authority or duty to the county clerk in which the petition is submitted to first verify the signatures from official voter registration records before confirming the signature threshold is met.
