This legislation, in its current form, requires the WVDE to coordinate with higher education institutions to develop a fast track certification process for agriculture. Additionally, WVDE is required to report to annually to LOCEA on the status of the program.

Explanation of above estimates (including long-range effect):
The cost for this legislation is to support higher education institutions in developing the program and to assist with the cost of monitoring its success and report to LOCEA. Currently, WVDE provides some funding to WVU to build and develop these programs. This legislation would expand upon it.
Memorandum
A similar graduate-level program is offered by WVU. It is currently going through the accreditation process.
