Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to establish quick response teams (QRT) under the Office of Drug Control Policy to act as first responders in narcotic related medical emergencies.
The Department of Human Services Bureau for Behavioral Health provides funding for 11 Providers covering 17 counties. Those existing QRT programs are funded through Federal State Opioid Response (SOR) grant funds.
The costs of current initiatives varies by grant ranging from $100,000 to $300,000 annually. Current funding is from federal sources and is not guaranteed beyond the current grant cycles, therefore additional funding to continue services may need to be requested in the future if federal funding is reduced.
The Bill as written does not specifically require the implementation of QRTs but the establishment of a plan by the Office of Drug Control Policy for creation of Quick Response Teams. As a result, costs for implementation would be tied to the final plan established by the ODCP. Once the plan is finalized, reasonable cost estimates could be provided for the cost to the state. If the legislation in its current format is intended solely to create a plan to address the development and provide oversight then there would be no significant additional costs pending creation of the plan, at which time a more definitive fiscal projection could be provided if the services were to be expanded beyond current capacity.
The Department anticipates no additional cost to establish plan.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Memorandum
The Bill references Narcotic-related medical emergencies but does not address additional drugs such as stimulants.
The Bill as written references work done following an arrest at the regional jails, or at a treatment facility; however, Quick Response Teams (QRTs) are generally identified as pre-arrest diversion programs that involve interdisciplinary overdose follow-up and engagement with survivors to link individuals to community based treatment and recovery services during the critical period following overdose. Should additional activities be required to be performed the costs for current and new programming could increase.
The Department of Health also currently provides funding for QRT's through Overdose Data to Action grants.
