Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
House Bill 4592 funds psychiatric residency positions within the Marshall University School of Medicine. The effective date of HB 4592 is July 1, 2025, and $1,000,000 is proposed to be appropriated for the program in Fiscal Year 2026. An additional $1,000,000 is to be appropriated in each subsequent year until the full implementation of the program at $4,000,000 per fiscal year for FY 2029 and beyond.
Candidates for this program would complete their residency in cooperation with Huntington’s Mildred Mitchell-Bateman Hospital, or another hospital as approved by Marshall University.

Explanation of above estimates (including long-range effect):
House Bill 4592 funds psychiatric residency positions within Marshall University’s School of Medicine. The initial cost of the program is $1,000,000 for Fiscal Year 2026. In FY 2027, appropriations would increase to $2,000,000. Appropriations would increase again in FY 2028 to $3,000,000 and upon full implementation in FY 2029, appropriations would reach their full implementation cost of $4,000,000 per fiscal year. Unused funds for this program at the end each fiscal year shall remain in the program’s fund for future use.
Memorandum
The Bill states that unused funds at the end of any fiscal year do not revert to any other fund but shall remain in the program’s fund to be used subsequent fiscal years. The program is part of Marshall University’s School of Medicine, and the selected candidates would complete the residency through the Mildred Mitchell-Bateman Hospital in Huntington, WV or another hospital selected by Marshall University.
RAFA concludes the above estimations are the minimum amounts to be appropriated for this program. The Bill states the Legislature will attempt to provide sufficient funds to meet the program’s goal. Therefore, if the program would need additional appropriations to achieve the desired results, additional funding above what is stated in this fiscal note may be necessary. It is possible the program may require fewer appropriations in out years in which unused funds from prior fiscal years help to maintain this program for any given year.
The bill also states the selection criteria for this new residency program.
