Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish insurance provisions that require coverage for annual breast cancer screenings. The bill also removes a need for a physician order and includes women under the age of 40 with family history or other risk factors that would deem a mammogram necessary. PEIA interprets this bill’s use of the term, cost of healthcare services, to mean 100% plan paid. Current benefits already provide 100% coverage for mammograms every 1-2 years for women 40 years and over. Although PEIA benefits currently allow for coverage of mammograms for women under the age of 40 with family history or other risk factors, this bill will increase plan costs due to the inclusion of women under 40 to be covered at 100%. Assuming a 15% utilization rate increase for women under 40, PEIA estimates a $1.3 million increase in plan costs.
