Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to limit nursing home rooms to 2 residents.
There are several nursing homes with as many as four residents per room. Renovations may be needed in nursing homes that have Medicaid beds. These capital costs would be captured in the standard appraisal value (SAV) of the Nursing Facility. The Department's Bureau for Medical Services contracts with a vendor to conduct these SAV’s annually and adjusts nursing home reimbursement rates accordingly.
The Department cannot estimate with reasonable certainty how this would impact nursing home reimbursement rates for the Bureau for Medical Services.
