Effect this measure will have on costs and revenues of state government.
This bill would require Institutions of Higher Education to charge in-state tuition rates to all military members, veterans, spouses, and dependents who reside in or move to West Virginia regardless of State domicile. Unfortunately, the Higher Education Policy Commission (HEPC) cannot determine the number of potential service members, veterans, spouses and dependents who would relocate or decide to attend an institution of higher education as outlined in the proposed bill. However, HEPC can determine the cost to the institutions of higher education would be negligible. Additionally, since institutions of higher education may gain increased enrollment from a population which would otherwise not go to school in West Virginia, there is potential for a slight increase in tuition revenues.
