Effect this measure will have on costs and revenues of state government.
Under current law, elected officials cannot receive compensation prior to taking their oath of office. This bill would provide an exception for elected or appointed judges and magistrates to allow the Supreme Court to compensate these officials for training and education prior to starting office.

Explanation of above estimates (including long-range effect):
The Supreme Court already includes anticipated education costs for annual or semi-annual training for judges and magistrates in its budget request. Any nominal increase for compensation and travel expenses from including newly elected or appointed officers for these training sessions can likely be absorbed within existing appropriations.
Memorandum
Annually, the number of judges and magistrates impacted by this bill will be minimal and limited to officers appointed by the Governor (or Chief Circuit Judges for the magistrate appointees) for unexpired terms in the event of a vacancy. Every four years, the amount may increase for newly elected magistrates. Fluctuations in costs for circuit judges and family court judges would largely be limited to eight-year cycles after statewide judicial elections.
