The purpose of this bill is to create the lung cancer prevention and education act. It covers lung cancers screenings via a low-dose computed tomography based upon financial eligibility and medical eligibility set forth in the bill. The bill creates a grant process, requires annual reporting from the Department of Health, and sets a rate for the CT screening. The bill requires the Department of Health to engage in a statewide education campaign. The Department anticipates a fiscal impact of $79,295 for first year and ongoing.

Explanation of above estimates (including long-range effect):


Based on the proposal language and outlined responsibilities with establishing a Lung Cancer Prevention and Education program, the Department would recommend creation of a Program Manager I position within the Division of Health Promotion and Chronic Disease. This position would initiate an application framework to identify a lead agency and then facilitate and manage the agreement to meet the intent of this bill (promote screening and detection of lung cancer among unserved populations, to educate the public regarding lung cancer, the benefits of early detection, and to provide counseling and referral services). Current average salary for a Program Manager I is $58,737 plus fringe of $20,558, calculated at 35%, for a total of $79,295.



Memorandum


While there is an immediate cost for the needed position, the potential exists to save significantly more than the initial outlay in medical costs and quality of life due to early detection and treatment. Currently, WV is one of the worst states in the country for lung cancer screening. Medicaid/Medicare/PEIA/Insurance already covers lung cancer screening, but about 8% of those who should be getting screened do not have coverage. The bill creates a fund to cover costs at medicare rate for a screening CT ($150). If one case of early lung cancer is found and resected, its a 25K surgery vs. treating a case of lung cancer in late stage, which is often greater than 250K.
