This legislation, in its current form, does not have any fiscal impact on the WVDE but could have potential impact on the various county boards of education by using existing funds to comply with all the stipulations in the Middle School Technical Education Program Act. However, the WVDE lacks the information necessary to accurately estimate the potential costs to county boards.

The WVDE lacks the information necessary to accurately estimate the potential costs to county boards.
Memorandum
Please note that several parts of this legislation is already being addressed as followed:
SB507 repealing the EDGE Initiative because it is quickly becoming obsolete with the passage of HB2005 (Dual Enrollment) during the 2023 Regular Legislative Session.
Middle School career and technical education programs have already been implemented statewide.
The Governor's Workforce Credential has been in place since 2017.
Additionally, lawmakers may want to amend the language in 18-21A-4(a) requiring participating middle schools to use existing resources to fund the program to reflect that the county boards of education can use money it received for career and technical education to fund this initiative if the bill is considered by a committee.
