Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The permitting fee listed in the bill is not to exceed $250 per event. Without knowing definitively how many event holders would request a permit, the estimate above is based on 10 events.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. SB 809 places the financial responsibilities outlined in the bill on the permit applicant. The applicant would be responsible for providing the following, at the expense of the applicant: -Proof of adequate insurance or a surety bond to pay for all damages incurred because of loss or injury to any person or property, including the property of the division, as a result of the motorsport event. -A traffic study and other engineering documents required by the division to assure the proposed site is appropriate and that an appropriate alternate route is available for diverted traffic. -Proof of adequate security, emergency services, and necessary water and sanitary facilities that will be provided during the motorsport event. -Proof that the person applying for the permit has the demonstrated ability to protect the health, safety, and welfare of the local residents, the race participants, and those attending the motorsport event. -A road closure plan that specifies the public roads, highways, municipal streets, alleys, and sidewalks that will be impacted by the motorsport event. A traffic control plan that specifies the on-site traffic controls and detour route to be used during the event. -Proof of cooperation and contact information of all emergency and law-enforcement contacts overseeing the event or who will be secured to oversee the event. -Anything else requested or required by the division pertinent to the motorsport event and permit application. The division would be willing to assist the applicant with engineering studies and traffic control studies with all financial responsibility being submitted to the division by the applicant. In summary, this bill would be revenue neutral to the DOH because of the time required to review each application. If the application fee was $250 as listed above, in most cases, this would not be an adequate sum to cover the personnel expenses
