Explanation of above estimates (including long-range effect):
This Committee Substitute creates alternative high-risk population public charter schools. While there is likely a fiscal impact to the State under the Public School Support Plan (PSSP), the impact is indeterminable.
Please note that the fiscal impact will only be created by students leaving private or homeschool settings to attend an alternative high-risk public charter school. This would increase net enrollment in which state aid funding is derived. There is no fiscal impact generated under the Public School Support Plan if a public school student enrolls in a proposed alternative high-risk public charter school due to the fact that state funding provided under the PSSP will shift from one public school district to another. However, there potentially will be an increased cost to the State under the PSSP because of the provisions regarding increased enrollment funding established in WVC 18-9A-15, but it is indeterminable what this fiscal impact will ultimately be due to a lack of necessary data.
Memorandum
This proposed Committee Substitute requires the State Board to promulgate a rule as to how funding will be generated for alternative high-risk population charter school funding. The West Virginia Department of Education (WVDE) requests these provisions be codified rather than be set forth in WVBE policy. WVDE is willing to assist the bill sponsor in codifying alternative high-risk population charter school funding if the bill sponsor intends that the funding be generated differently than the funding of other public school districts.
