Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimates above were based on the following events that are similar in nature: Home WVU Football Games: Four (4) workers from the county to set up cones and markers the day before the game. Two (2) employees to work during the game at approx. 10 hours each. Four (4) workers to collect the signs after the game. The salary of the Traffic Engineer to work approximately nine (9) hours during the game (to coordinate traffic lights and work with law enforcement). This totals 11 employees at a cost of approximately $4,000 per game. A second example that may be more in alignment with the proposed requirements of SB 809 is "Bridge Day." This event requires altered traffic patterns and many of the same requirements outlined in SB 809. The total cost of "Bridge Day" was $60,000 this year. A third example that is more difficult to track is "jamborees." The DOH Special Programs Engineer projected the cost of a jamboree to be approximately $30,0000. To compile this note, the DOH looked at five (5) home WVU football games ($20,000) + Bridge Day ($60,000) + five (5) Jamborees ($150,000), and conservatively estimated the annual cost of 11 events to be approximately $235,000. The total revenue created by this proposed legislation would total $2,700. (11 events with an application fee of $250 per event)

Without knowing the number of events or applications that will be received, it is difficult to place an exact number on the requirements set forth in this bill. In addition, pursuant to ยง8-29-1 the WVDOT (including the Division of Multimodal Transportation Facilities) does not regulate or have the authority to issue a permit of this nature to a Regional Airport Authority.
