This fiscal note is being prepared for the committee substitute, not the bill as introduced. The purpose of this proposed legislation is to create the "Hunger-Free Campus Act," which requires the West Virginia Higher Education Policy Commission to establish a grant program to address food insecurity among students enrolled in public institutions of higher education. The bill would require institutions of higher education designated as a hunger-free campus to use existing resources to establish food pantries and campus meal plan sharing programs. Subject to the availability of funding, the Higher Education Policy Commission shall allocate funding to the hunger-free campuses in accordance with the criteria set forth in this article. The Higher Education Policy Commission would not be required to fund this program unless it receives specific funding for the Act.
