Effect this measure will have on costs and revenues of state government.
If passed, this bill as revised in the committee substitute would allow eligible students of a state institution of higher education who failed to meet certain requirements to reapply for the Promise Scholarship if that student can satisfy the other qualifications set forth. Promise Scholarship benchmarks and data were reviewed from the past several years to determine the potential number of students who would requalify along with the range of scholarship amount awarded. The number projected with the committee substitute changes could be accommodated with the existing budget. Therefore, no additional appropriations would be required from the enactment of this legislation.
