Effect this measure will have on costs and revenues of state government.
This bill will increase costs by creating an intermediate appellate court with two geographical districts: Northern District (seated in Clarksburg) and Southern District (seated in Beckley). Each district will consist of a panel of three judges.

Explanation of above estimates (including long-range effect):
Increase in personal services for judges and staff in intermediate appellate court. Because of the addition of criminal cases to the intermediate appeal process, additional staff attorneys would be required. The additional staff attorneys were not included in the previous Fiscal Note for SB275.
The existing staff of the Supreme Court of Appeals has not been reduced as a result of the Intermediate Court of Appeals. There is no way to estimate the number of cases that may be resolved at the intermediate level, therefore the Supreme Court of Appeals staff remains at the current staffing levels.
Asset costs in first year reflect start-up costs such as technology, furniture, and equipment. Current expenses are on-going costs of operating intermediate appellate court.
