Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to remove the application fee for Division of Motor Vehicles issued identification cards. The Division estimates that expenses would consist of $115 for one (1) hour of programming for the cash register at a rate of $115 per hour. The bill removes the annual fee of $5 per year for all non-driver Identification Cards. There are approximately 29,281 cards issued annually. The cards are issued for an average of five (5) years for a total cost to the card holder of $25. Therefore, revenue would decrease by a total of $732,025 (29,281 cards x $25 per card) Proceeds from the Identification card off-set the expenses of producing them. Expenses incurred, which include salaries, benefits, supplies, postage, and office overhead total $22.58 per card for a total of $661,165 ($22.58 X 29,281) per year.
