The Development Office is probably not the best choice of agency to be developing a plan for outdoor recreation. This would fit better in Division of Natural Resources or possibly Tourism.
While the Bill talks about developing a plan for many types of outdoor recreation including camping, hunting, fishing, lodging at or near parks, and other forms of recreation, the NOTE states the purpose as developing a plan for off-highway vehicle recreation which is much more limited in scope than Bill.
