The purpose of this bill is to limit the reasons for which an open enrollment application can be denied, set forth the process for application denial, and to account for certain funding derived under the state basic foundation program and funding from aid to exceptional students in instances of a student transfer.

Explanation of above estimates (including long-range effect):


There is no additional cost to the State under the proposed legislation, under either the Public School Support Plan (PSSP) or the provisions for Aid to Exceptional Students. The proposed legislation simply allows for county boards of education to send invoices to other county boards of education if the timing of a student transfer results in the county board of education who accepted the transfer student receiving no state aid funding or state special education funding for that pupil for the subsequent school year. Since the PSSP utilizes the second month enrollment count to determine which county board of education receives funding for a public school student, a transfer after that date results in the sending county still receiving the state aid funding for the subsequent school year instead of the county to which the student transferred. A similar timing difference would arise with the calculations for state special education funding under Aid to Exceptional Students.
