Effect this measure will have on costs and revenues of state government.


House Bill 2695, if enacted, would seek to consolidate the statutory positions of the Inspector General of the former Worker's Compensation Commission's Fraud and Abuse and the position of the Director of the Insurance Fraud Unit. The positions are duplicative. Both positions currently exist in state code and in the Division of Personnel's Classification Specifications. The purpose of HB 2695 is to consolidate the positions by eliminating the reference to the position of Director of the Insurance Fraud Unit and replacing it with reference to the position of Inspector General to clarify that the position is one and the same. HB 2695 would reducing existing expenses at the Offices of the Insurance Commissioner by an estimated $108,407 annually by eliminating the position.

Explanation of above estimates (including long-range effect):


The estimated savings are calculated based on the current costs associated with the Fraud Director position. The costs include salary, benefits, employer paid taxes and overhead costs. The incumbent employee in the Fraud Director position will retire in fiscal year 2021, so the cost savings are estimated with the assumption that he would not be replaced and the Inspector General will oversee the OIC's Fraud Unit.
