The creation of an Occupational Licensing Legal Fund as provided in the bill would not have a direct impact on expenses of the Attorney General’s office (“AGO”). The legal services presently provided to the affected boards/agencies would not change; the only change would be the ultimate source of funds used to pay for these services.

Explanation of above estimates (including long-range effect):


The only expected change resulting from this bill is the ultimate source of funds used to pay for legal services provided to the relevant boards. Any consequential administrative adjustments are expected to be negligible, resulting in no measurable additional costs to the AGO.



Memorandum


Noting that the Occupational Licensing Legal Fund would be created as of July 1, 2022, the immediate availability of moneys in that fund will be necessary to fund necessary legal expenses at that time. Ensuring the availability of such funds will be a prospective concern until the effect of the bill’s changes fully perpetuate sufficient balances going forward.
