The Division of Personnel (DOP) is unable to measure the cost associated with this bill for the following reasons:
1. DOP's response is limited to employees in positions covered by the DOP merit system, as such we cannot speak to other, non-DOP covered agencies.
2. DOP does not track the individual credentialing of state employees. We do review minimum qualifications at hiring to ensure candidates are eligible for the position for which they applied, and we do provide discretionary increases for the attainment of job-related credentials beyond those required to obtain the position if an agency requests it. However, educational and credentialing information is not systematically maintained for individual employees. Because of this, we cannot identify with any accuracy how many current employees have job-related certifications nor which of those certifications require continuing education and recertification.
3. Because of the wide variety of certification options that would be encompassed by this bill as well as the wide variety of professional associations that develop and maintain them (who are located all across the nation), there is no way to accurately estimate training nor travel costs.
