Memorandum

House Bill 2634 will not have a significant fiscal impact on the Offices of the Insurance Commissioner. House Bill 2634, if enacted, would require that a licensed insurance provider, the Bureau for Medical Services and the Public Employees Insurance Agency must provide coverage for 20 visits per event for each of the treatment modalities of physical therapy, occupational therapy, osteopathic manipulation, a chronic pain management program and chiropractic services when ordered or prescribed by a health care practitioner. The Bureau of Medical Services and the Public Employees Insurance Agency should be consulted regarding the fiscal impact of HB 2634 on their programs. The OIC has consulted an actuarial firm with regard to the estimated fiscal impact on the private insurance market in the state. The consulting actuaries have indicated that they estimate that the enactment of HB 2634 will result in a 1% increase in the overall costs.
