Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide a $1,000 pay increase for full time adult protective service workers. The Department estimates the fiscal impact of this legislation to be $75,296 ($45,931 state dollars). Although the legislation does not explicitly state that Adult Protective Service (APS) Worker Trainees are included, the Department assumed that since they are direct APS workers they are to be included and therefore the calculation includes both Adult Protective Service Workers and Adult Protective Service Worker Trainees. Although the bill indicates an additional $1,000 shall be paid annually, the Department assumed this was a one-time base building salary increase.

Explanation of above estimates (including long-range effect):


As of January 2021 the Department had 64 APS positions (55 APS Workers + 9 APS Worker Trainees). The estimated cost is $75,296, $64,000 salary (64*$1,000), $6,400 for PERS ($64,000*10%) and $4,896 for SS ($64,000*7.65%).



Memorandum


The bill does not include supervisors or Social Service workers acting as adult service workers who may interact with similar population of clients.
