There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Plan (PSSP) are not being increased. Consequently, the total estimated cost would have to be borne by the county boards of education. The estimated cost to the county boards of education for the proposed legislation is $10,293,657; however, the statutory language in the bill states that this would be subject to funds available at the local county level.

Explanation of above estimates (including long-range effect):


Based on school data for the 2020-21 school year, there are 152 middle schools statewide. An additional 152 vocational teachers would be needed for each middle school to hire 1 additional vocational teacher per school. The estimated cost for the additional positions is $10,293,657. This amount is comprised of additional salary costs of $7,904,637, fringe benefits costs of $658,456, retirement costs of $626,838 and PEIA costs of $1,103,726. The full cost would be borne by the county boards of education.



Memorandum


There is insufficient data to know exactly how many CTE programs each middle school would offer upon passage of the proposed legislation. Therefore, a conservative estimate of 1 additional vocational teacher per school was used in calculating the cost to be borne by county boards of education. Below are the estimated cost to county boards for positions hired based on varying two and three middle school CTE program implementation per school. Cost if 2 additional vocational teachers were hired per middle school Based on school data for the 2020-21 school year, an additional 304 vocational teachers would be needed for each middle school to hire 2 additional vocational teachers per school. The estimated cost for the additional positions is $20,587,314, including the additional salary and fringe benefit costs (fixed charges, retirement and PEIA). The full cost would be borne by the county boards of education. Cost if 3 additional vocational teachers were hired per middle school Based on school data for the 2020-21 school year, an additional 456 vocational teachers would be needed for each middle school to hire 3 additional vocational teachers per school. The estimated cost for the additional positions is $30,880,971, including the additional salary and fringe benefit costs (fixed charges, retirement and PEIA). The full cost would be borne by the county boards of education.
